Creating an Event from Scratch requireds administrator access to the backend of the website so can only be achieved by those with admin priviledges
For all other leaders - best to work from a duplicated copy of a previous event - ask an admin to create a duplicate for you - then access it from the front end of the website Leaders-Events-My Future Events
